does anyone know if the 450r's nerf bars will fit on a 400ex?

Whith some mounting brackets coustom made they probably would. You should just buy the ones for the 400ex though. It's a-lot easier, and there are lots of companys that make them.

the reason i want them is because ac racing make the standard nerf for the 450r in the same shape as the pro peg for the 400ex. i don't really need the pro pegs, nor do i want to pay for them.
