Big Bear 400 Charging System

Battery drains down over a couple of weeks sitting idle. I found no discharge. Also checked output of charging system and it is 12.8 volts at idle and riving it up...makes no difference. shouldn't the out put go to 13.8 or 14? What and how should I check?
