when I snap the throttle it has a little hesitation befor the motor
reves up.

I have a k&n air filter, pink wire cut & rossier exhaust system.

Sounds like you might be too lean on the low end

pulled out spark plugs the top one look like wet sand the bottom
one is black. Do both spark plugs fire at the same time?
Installed new spark plugs in bike it's still boging on the bottom end.

I believe both primary and secondary coils are coupled and the plugs fire together. Check if both are firing. I wonder if you need new rings got low compression thats why one is black?
