Hawkeye Oil Drain Plug Question

Where exactly is the oil drain plug? The book shows the oil filter which is obvious but only says to remove the oil drain plug with a 6mm Allen wrench. There are a couple of 6mm Allen head screws beside the foot brake lever one says "out". Is this the one?

Thanks for any help you can give me.

Pull them both. One may be a moisture drain for the recoil. The other should be the oil drain. Good practice to remove them both.
