in this thread they are talking about making it easier to turn. i see a picture of a washer but i don't know what they refer to. here's the link to the thread:

are they just removing the washer behind the bolt? i think i get it now. that would make it less tight..i think i answered my own question.

No there adding a washer between the two halfs of the clamp so it is not clamped so tight around the stem. The washer acts as a spacer so the bolt can still be tight.
