03 Sportsman 500 Moving at Idle, Hit Brake = Kills Engine

Have a 03 Sportsman 500 H.O. Having a problem where it does not want to stop at idle and if you hold the brake it kills the engine. I have checked the primary clutch to make sure it is not clamping the belt. There is a little bit of space between the belt and clutch sheaves while running at idle... I'm thinking that it is that idler pulley that is in between the sheeves on the primary but want to be sure before I order one ($130.00!!).

Anyone had a problem like this or have heard of that pulley going bad? It seems to spin alright when I take the belt off but what else could it be??!
