06 90r stuck in foward

My sons 06 90r will not start because it is stuck in foward. When you move the switch from nuetal to forward it does nothing, the backup alarm will come on when you switch to reverse but you can't start it because it's not in nuetral. Could this be the switch or the cdi box? Help please.
