Valve Spring strength ?

I have just had my head rebuilt after bending a valve when the clip dropt off on the back straight . My trouble is that now the old girl ( 1996) wont rev past about 3/4 revs..everthing is great till it hits that spot then it just sits around that revs.100 revs up / down . No horrible noises or anything .I checked the cam's timing and it looks spot on . Another strange symptom is that a good puff off air comes out the airbox holes in time with the revs hitting this wall. Im thinking intake valve float and new springs being needed . I can press my thumbs down hard and open a valve , is this normal as Im sure I wouldn't be able to do that on a car?

Sounds suspicious.
Either you have a lot stronger thumbs than I do, or you've got some really weak intake valve springs.
Also make sure you're not just hitting your reverse limiter. If the sensor connectors on your engine are dirty it will think it is on R even when your not.
