ok it will run fine above idol but we cant get it to idol. we tried adjusting the idol screw but that didnt help a bit. so what could be the problem?

Choke on, bad gas, dirty pilot, air leak, bad ground, dirty air filter, faulty cdi....

tho choke was on, gas is new, all jets r fine, and the filter is clean

yeah maybe you messed with the floats.... not a good idea!

Well everytime I have seen someone set the floats by the service manual, they always ran like crap. But thats not really why I was asking.
If he had the slide out of the carb and put the cover plate on upside down, which is easy to do, the bike won't idle for crap.
The easy way to tell is to look into the engine side of the carb and look for an "M" stamped on the slide. If you see a "W" you have it upside down.

yeah there should always be a little opening at the bottom of the slide cover.
