i have my 250r sitting on blocks in my garage.when i spin the front wheels the front brakes seem like they are draging a little.the front pads are clean and look ok.is this normal?

No it is not normal. Your pistons in the calipers are sticking. Pull the pistons out, replace the 4 rubber seals, clean the 4 seal grooves of the crude and replace the pistons if they are scored where the seals contact them.

in most cases you can take them apart and clean all the parts thoroughly and reassemble. works like new but, you may have to do as stated and buy new seals ect.
