ATV MECHANICS? Please explain hole in rear final drive 250ex.

Any ATV mechanics care to give this one a shot? Anyone else know?

Installing a new axle and drum brakes on a 2002 250ex, and decided to replace the 3 axle bearings and 2 seals. I noticed a threaded on this board about an open hole in the bottom of the final gear assembly, but it's inconclusive. That thread is here:hole in rear differential...

Is the black spacer supposed to be a tight seal around the axle? What is the hole in the case for? If it's to let water in why and where is it supposed to go? Does the service manual explain this?
