Removing Steering Stem???

We've got our Pro MX torn down to the frame for rebuild. I took the castle nut off of the bottom of the steering stem, and i figured it would slide out, but it almost seems pressed in. Am I missing something? Also how much if any gusseting should be done at this point? This is an 07 model.
