Koso Intake Keihin PE carb - won't run

Installing a Koso Intake and Keihin PE 20 carb on an eton 70.

Intake looks pretty straight forward, gasket, reed cage, then intake. The reed cage had a red blocker in it, switched it to the 24 as I read it was supposed to be the closet to the size of the carb. is there a gasket between the intake and the reed cage?

Carb I changed the jet (108), The brass fitting is the fuel connector correct? There is a vent line and a drain, they just hang, correct.

The motor will not start, When I give it throttle when trying to start it sound like it's popping in the cylinder almost like air.

Does anyone know if the carb is preset or do I have to set the air fuel.

Fixed, Thanks again Eric

Brought the quad out to Eric Findley's, spark was not the best, cleaned the contacts and switched out the coil, and the exhaust baffle was plugged, removed. Changed the main and it runs great.
