is there a place where i can get a "true" rubber peter valve to replace the clear hard plastic plug that's on there from the factory?

I've never heard of a "peter" valve, nor has Google. What is it that you are trying to replace?

its actually more like a flapper valve. the type used on the older honda's. i think the new 450 r's, crf450's and the trx90's have them.
