ok that might help your second question.
for it running rich when in the rpm range does it run the worst? it could be your reeds if it runs really bad.

i pulled the reeds and it is not them, it will start and runs good for about two seconds and after that it boggs and dies

sounds like its sucking air from somewhere. make sure the intake isnt sucking are from anywhere. and take the fuel line off the carb and see if the gas flows through there good and that its not clogged.

You moved the needle up or the clip up?

up to lean it it was at the 3rd clip and i put it at the 2nd clip/how do you move the needle up? i moved the clip i new what i was saying sorry

Just wanted to make sure you were going in the right direction. I'd make sure the air filter is clean and not overoiled, and clean the carb good making sure I cleaned the seat and needle valve good. Check the float level. You might be running to high of a level in the carb. Make sure the needle is in the slide correctly.

i have tried everything with the needle, i thought i figured it out because i had alot of up and down play with the needle to the point that it was probrably effecting the jetting, i then realized that the washer on the top of the washer was not on, my question is there is three holes in the slide 2 screw holes and another slightly larger hole in the slide what is that and where does it go/anything go in it? please help

Shouldn't be any up and down movement
with the needle.

i know i think i got it to where there is no movement but still has a hard time running
