the hose on the bottom of my carb is leaking the one that comes out of the bowl I know theres a screw there to drain the fuel from the bowl but the screw is tight, is that also an overflow or breather

That hose is the overflow for your carb. It shouldn't flow but there may be a little gas from time to time.

this may sound dumb but is your petcock set on prime? this will allow the gas to flow anytime. if you leave it on prime it will overflow the carb and end up on the ground.

no its not on prime im hoping the float level isn't wrong cause I hate messing with the float

Something is most likely wrong with your float. Remove the bowl and spray some Carb cleaner in there, the float is getting stuck open due to varnish, or the valve that stops the gas from flowing is bad.
