I just got a used '07 300ex rear shock, it looks pretty new. The thing I'm wondering is if the sleeves are supposed to be able to rotate? They are stuck. Are they supposed to move? thanks

I think there not supposed to move because my old shock never did and neither does my raptor shock and its an 03 and my 300ex shock was a 98.
