will a 300ex carrier fit a 400ex carrier housing??

Not sure what your calling the carrier housing.

If you talking about axle bearrings then the 300ex bearrings will fit in the 400ex carrier but the 300ex carrier will not work in a 400ex swing arm.

basicly the bearrings are the same but the carriers are different.
