alright my bro is spend 250 for me on x mas what should i get my bro for his x mas give for 250-300

he has

motor
a arms
shocks
swing arm
rear shock
air box
axle
hubs all around
stem
handle bars
clutch
gas tank
and i think thats it

Graphics, Set of plastic, a hood, new tires. I don't know, is he building it from parts, or is he just doing a rebuild?

ground up and all he has are the parts i named but he wants something to get it going not for looks

Carburator? i don't know man, it's kinda hard not seeing the quad.

Brakes, does he need lines, pads or rotors?
Bearings, any bearings he might need?
Radiator? Does he have one?
Seat? Give him a custom look.
Carburetor? Get a Keihin PWK39....awesome carb for them 250Rs
Reeds or Reed cage?
Tie-rods, spindles or rims+tires
Exhaust?
