is there a way to clean it out cuz its starting to get a build up of lube all in it?

just get some aerosal brake and parts cleaner and spray it off, then let it dry..
(any solvent / degreaser will work just fine)..
I usually do mine at the same time I'm doing the filter.

could i use my foam filter cleaner on it? And after u spray it on should i hose it off or no?

any kind of a cleaner / degreaser should work just fine...
Just make sure when your done that it's clean and dry.. and dirt / dust / etc.. that's on there is going to go straight into your motor!
