Yes, the coasts of NC, SC, and VA. I guess a better question is out of those places, are there any dunes to hop on?

Busco Beach has alot of sand to play on but I would'nt call them dunes.

I don't believe they will let you ride on coastal dunes. Not alot of Sand Dunes in NC.
