I recently had my rear caliper torn down for powdercoating and now fluid leaks out around the post that it hidden inside the emergency brake off cover when i fill the resevior. Could the person that re-assembled it maybe have left a part out? any clues?

theres an o-ring thats supposed to be in there that might have gotten left out.

I figured that an o-ring or seal might be missing. Does the o-ring go inside the caliper or inside the e-brake cover? I looked at the diagram on servicehonda.com and it looks to be part #28. Can you confirm it thats it? If so, i'll have to order it up.

yah it goes inside the caliper. #28 on the diagram is the right one. if you have the clymer manual it has good instructions on how to get the caliper out because sometimes there a real pain.
