Brake pad is rubbing

My brake pad on my left front tire rubs non stop. Even after I ride it hard and then check it, it is still sticking. If I jack the quad up and try to spin the tire it only goes like 1/2 - 1 rotation before stopping.
The right isn't nearly as bad.
What could be causing this?

You need new brake pads.

this DOES NOT mean that you need brake pads. pull the wheel off and check to see how much of the pad is left. with all the mud and other debri the slides on the calipers start to stick and not release when you are not on the brakes. this happened to my rear brakes, i lubed the slides and working great now

The thing that I don't get is that it was doing it ever sense last fall and I just put new pads on last weekend. No change (It might have even got worst)

lube up the shafts that the caliper rides on. once they are lubed up nice you will also have more braking power.

could be other things. Are you sure it is the brake pads? could it be a bearing causing it not to spin freely? could be a warped rotor causing it to rub. frozen brake pins (common problem) could also be an option to look at.
