I have a 250ex and i need to know if there is a full adjuster on the carb, and kind of adjustments can you do to make it leaner or richer......

you can change the main jet, which you will probably have to since you have an aftermarket pipe. You can also turn the throttle screw and pilot jet. And other random things.
