Just run up to the local honda dealer i just bought one for $6

99103-420-0420 is the Honda part number. You don't need to get it from Honda. Any shop who has/sells Keihin jets will work.

Stock 400EX carb uses Keihin series 26 style pilot jets. Series 21 seem to be a little more common and they will work also. The only difference between a series 21 and series 26 is that the 26 is a little shorter. The longer 21 will still work the same in a stock 400EX carb though.
