What does it mean when they say that the axle is 2+4 adj.??? How is it adjustable???

it has small spacers that you can slip on and It is adj. to +0,+2, or +4.....

Where do the spacers go?? are they on the axle it self or is it just a spacer in between the hub and wheel.

usually inbetween the hub and the axle. (the part your rim mounts onto, and the axle where the keyways are)
