kinda hard to tell from the picture, but it looks like it is on the bottom of the water pump correct? if so then it is a weep hole for both seal on the water pump shaft

yea its the water pump ther, so he should plug it up or is it suposed to be like that?

It's supposed to be there.

it mean you need to replace the oil seal on the water pump and maybe the shaft and bearing too

I can't imagine oil dripping out of it, you sure it aint coolant? There are some definate issues with the water pump seals on the 04 and even some 05 YFZ's, don't know about the 06 yet.
If it is leaking you probably should fix it. You don't want to be out riding and run out of coolant if the leak all the sudden gets bad.
When I fixed ours I replaced the two seals, the impellar (sp) shaft and the shaft bearing. All the parts with gaskets only cost me about $45 and took about an hour.
Some folks just replace the outside seal and that works for them but our impellar shaft had groves in it so I didn't want to chance it.
One thing to look out for, reportedly some of the quads came from the factory with at least one of the seals installed backwards. If you reinstall it backwards it may fail sooner than later. Both seals flat sides should face each other in the center where the weep hole is.
Oh and it is supposed to be a hole, don't plug it up.
