If you get 20 inch tires you will lose some topend, When I had my gigantic 22 inch tires on my 250ex I was going 53 topped out, and then i switched to 20 inch maxxis razrs I'm going like 47 mph.

So yes you will lose some tope end, but IMO don't get 20 holeshots, because they wear down too fast, either get 20 kenda klaws xc Kenda Gnarly's or What I have which is 20 Maxxis razrs, BTW I love my maxxis razrs they hook up insanly good.

You won't lose power except topend and when you have the 20 inch tires you will get more lowend for acceleration.

I have 20" holeshots on my 300ex, and I really need to change my gearing to make up for the size. Im probaly going to switch the rear spocket to a 36, that will help alot.

I have 20" knarly's on my 300 w/stock gearing and I lost a couple mph on the top end but the acceleration is great. It depends on where you need the power. I ride trails so I really like the low end power. On long straights like fire roads/open fields the blaster will probably pull ahead but in the woods they should be very close.
