blaster carb problem, help

my friend has a 98 blaster, and hasn't realyl been ridden in a while, so we started it up, and it started about 3rd kick. but then we realized if you turn the gas on, or on reserve, gas flows out of the overflow tube and doesnt stop until you put it on off. even when it is running it does the same.
i have no idea what is wrong with it, and if you ask me, it looks pretty stupid, so you could guys help me out.

the float is stuck, take off the bowl and clean it. also make sure the floats arent bent. they should be level, youll see what i mean

before you take the bowl off, try tapping on it with the end of a screwdriver, sometimes thats just enough.
