Idle problems

My bike is having problems idling right now. When you first try and start it, the bike will not turn over by kicking. Upon pushing it off if you let it idle it will idle down so low that it dies. My idle screw is all the way up and still the same problem. After around 10 minutes or so it will usually act normal again and starting is fine. But when I first go to start it, there is no way. What could cause this?
