I Have a kasea skyhawk 50 (all stock). The problem is it wont rev up & has no power. It idles fine. but nothing above that. 1st i took off oil tank pluged oil ports. mixed fuel & still the same. I have a new 50 (stock) & took off carb and reeds, put them in the old quad.(same main jets)- still the same problem, Them compression tested both new(145psi) & old (135psi).
My question is Could the clutches (if bad) Limit the motor Not to rev up?

For the time it takes to check the clutchs, I'd deff. look there, but it isnt a probability.
Does it rev up with the rear tires off the ground?
Try switching the pipe. Maybe it's gunked up and cannot breathe.

Some mini's have a spark arrester. If yours has one that might be the problem. It would be at the end of the silencer.
