right now i have a wiseco 12.5:1 standard bore piston i want to rebuild it and put a fresh piston in it do i need to get .10 over?

If your doing the work yourself. Take it all apart and inspect the cylinder. If all looks good you should be fine with just another piston of the same bore. IF the cylinder needs to be cleaned up then i'd consider boring up one size.
If your not doing your own work have your mechanic check the cylinder for you. That way you have that cylinder for a longer time.

well either way i was thinking that it would have to be honed out and it would make the cylinder bigger

no. honing is just a light touch up of the cylinder, it doesn't make it any bigger, just kind of cleans it up a little.

Your 450R has a plated bore. You don't need to get it bored unless yea really F'ed something up bad.
