works shocks?

I'm new to this so i'll try to explain as well as i can. My 02' 400ex has Works Tripples w/ Rezzy's. And recently i noticed these little metal rings around the shocks, they look like spacers or something, are loose and vibrating. I'm wondering what these are and what i should do about it?

They are supposed to be loose like that. They are like a bump stop on a truck, they keep the springs from compressing to whatever spacing they are, that's why they are different widths.
