bogging down when accelerating?

When i take off my z400 is really doggy until i hit upper RPM's. Its like its bogging down and then it starts going when i hit upper RPM's. Is it getting to much fuel or something?

The same thing was happening to me and i just took the carb out and cleaned everything i could find. When i was cleaning the carb i didn't really see any dirt or water so i didn't think it was gona do anything but when i put everything back together i ran great.
