How to get brakes to "unfreeze?"

No i dont mean weather related either.. Im having problems with my front brakes. We cant get any pressure to the lever and we cant get the front brakes to work. One will bleed but still wont work. We cant get one side to even bleed.. Are they "frozen" if so how do we fix this?
