Does anyone know if any companys make an aftermarket hood for a cannondale cannibal like they do for the 250r?

Quad tech makes one. They are a couple hundred bucks. I've got one that I'll sell ya for $100 plus shipping. Mine has some stickers on it now, but they can come off.

Will it fit on a cannibal? all you have to do is remove the lights..correct? Is it easy to mount? Is that the one in the picture? thanks

It will fit any Cannondale plastic. You have to cut the top of the plastic off about an inch where the filter is.
