Steering Stem Bushing- Steering is Tight

I jumped on my Brother's Ex, uh 400EX the other day and the steering was really tight. You can actually hear the rubber from the bushing squeeking as you turn the bars. I'm pretty sure he replaced them last year.
Is this normal? Do you have to get in there with some grease or something? This felt dangerous to me. I need to get this fixed ASAP...any help is appreciated.

i have never changed mine i just take it of clean it really good , put some greese on her and dont crank the bolts down too hard , seems to turn fine

Same as above, it's one of the annoying things on quads that you have to re-grease periodically.
